Summary - The bill would provide for the licensing and regulation of discount health care program operators by the Department of Managed Health Care . The bill would define those operators as persons who, in exchange for prepaid or periodic charges, provide access to health care services and products at discounted rates. The bill would impose upon those operators, among other things, certain disclosure and contract requirements and specified advertising, solicitation, and marketing requirements.
