New CHI Blog Entry: CHI Attends The Commission Meeting on The 21st Century Economy

On Tuesday, June 16, Ritchard Engelhardt, CHI's associate director of government affairs, attended the Commission on the 21st Century Economy meeting in Los Angeles. By executive order of Gov. Arnold Schwarzenegger, the Commission, comprised of business leaders, former legislators, and other public officials, was established to help reform California's budgeting and revenue structure. Engelhardt reported one focus of the meeting was replacing more volatile parts of California's revenue stream (progressive personal income taxes, capital gains taxes, and sales taxes) with a business receipts tax. Such a tax would envelop   services provided in the state, which currently are not taxed, and would lead to a tax structure that while more stable would be inherently more regressive. The Commission is set to meet a final time on July 16, in San Francisco, before its proposal is due to the governor on July 31, 2009.
